If so, my comments are: 1. Based on the wording of the 802.23 PAR and confirmed by the content of the ECSG tutorial, the ECSG seems to be unclear what will be defined by the new 802.23 document, what the structure of the document will be or how its scope will be limited. This appears to be a request for a "blank check" PAR that could create an overarching document that effects all layer 2 functionality within IEEE 802. Therefore I think t would be unwise to accept the PAR as it is. 2. The work of the ECSG, particularly based on the presentations at the tutorial appears to be progressing towards finding firm requirements for IEEE 802 network behavior. However, much of the information presented consisted of questions that need to be answered to discover the requirements. Therefore I think that the ECSG should be extended so that this crucial work should be continued. If necessary, there should be a suspension of the rules regarding study group longevity to allow this study group to continue. Thanks, Hugh.
